Before you apply
Remember that the application must include documentation regarding work/education for the last five years. You must also have documentation from the employer that requires the background check.
Once the application has been submitted, you can access My page, available at CAA Norway's webpage (luftfartstilsynet.no). This is where you upload the criminal record certificates from all the countries where you have been registered as a resident for the last five years. Do not attach criminal records to the application. The criminal record certificates are valid for 90 days from the issue date.

The Civil Aviation Authority Norway (CAA Norway) has prepared a new application form for background checks. We ask you to note the following:
The background check consists of a completed and submitted application form and criminal record certificate(s) from all the countries where you have been registered as a resident in the last five years.
Notice that when the application form has been paid and submitted, you will not have the opportunity to edit it afterwards. Therefore, follow the instructions carefully.
- There are strict requirements regarding documentation work/education for the last five years. If you are going to change jobs and this is why you are applying for a background check, we need you to document this employment in the application form.
- You can access My page when the application form is filled out and paid. Here, you must upload the criminal record certificate(s) from all countries you have been registered as a resident in the last five years. The certificate is valid for 90 days from the date of issue. Criminal record certificates(s) must not be uploaded in the application or be sent by e-mail. This is due to confidentiality reasons.

Processing time
To work in a safety-restricted area of an airport, you must be accredited by the police and have an approved background check by the Civil Aviation Authority. The concept of accreditation was introduced in the summer of 2016. Since the introduction of accreditation, the processing time for background checks is usually four weeks.
You need a D-number if you do not have a Norwegian personal ID number
To apply for a background check, you must have a Norwegian personal ID number or a D Number. The D Number is a temporary identification number assigned to foreigners working in Norway and liable to pay taxes or contributions.

You must apply for a tax deduction card to be assigned a D Number.

Have you lived outside of Norway during the past five years?
If you have lived in an EU/EEA State outside Norway during the past five years, you must upload criminal record certificate(s) from each state of residence. If there are any comments on your criminal record certificate(s), we need the original and a translated (Norwegian or English) version sent by post to CAA Norway. In exceptional cases, police certificates from countries outside the EEA may be submitted; see the Security Regulations § 41, second paragraph.
Due to confidentiality reasons, do not attach criminal record certificate(s) in the application or send them by e-mail.
If you have been a registered resident in Norway for more than six months, apply for a Norwegian criminal record certificate.

Under "Purpose of the application", select the category Aviation and purpose The Norwegian Civil Aviation Authority – Background check. The certificate is free to apply for and valid for 90 days from the issue date.
Remember: We need the criminal record certificate(s) from all the countries you have been registered in for the last five years (more than six months).
The criminal record certificate(s) must be uploaded on My page at www.luftfartstilsynet.no.

Do not attach criminal record certificate(s) electronically in the application form – or send them by e-mail. This is for your safety. CAA Norway has no system for removing this from our electronic systems.
We hold the criminal record certificate(s) for a maximum of 90 days. After that, the certificate(s) will be shredded.

Accreditation
To access safety-restricted areas at airports (red zone), the Civil Aviation Authority introduced accreditation in addition to background checks. While the Civil Aviation Authority processes the background check, the police will simultaneously carry out an independent control. The police process accreditation by the regulations in the Police Register Regulations section 38-5. The Civil Aviation Authority will convey the police's decision, and if the police deny accreditation, you cannot appeal against the decision. The police are not obliged to substantiate their finding.
